When I open the Security Center, it tells me that the "Security Center"
service has not started or was stopped. How do I open Security Center
service?
 
Try logging on as an administrator and then use services.msc in the run box
to open the services management console. See if you can then access Security
Center service properties and that the startup type is set to automatic.
After doing that, if that was the problem, start the service. --- Steve
