After erradicating a few virus's on my computer, I now cannot get the Windows
Security Center to start or display the Windows Firewall. I also have a red
round icon with an X in my taskbar that says my system is infected. I need
help. Please email me. Thanks.

Your system is still not clean. Go through these malware removal steps
systematically:

The round red icon may come from a program called Winfixer, Spyaxe, or
Spyfalcon. There are instructions for removing that malware at the site
above also.

Thanks Malke. I aleady do run adaware, Spybot and ewido.
I dont seem to have that icon anymore but my Windows firewall still will not
display. Says cannot display, Says due to an unidentified problem, Windows
cannot display Windows firewall settings. And also the security center days
it was not started. Any suggestions to fix that? Thanks for your help. Your
awesome.

If you are quite sure the system is clean:

"Due to an unidentified problem, Windows cannot display Windows Firewall
settings" error, try:
Start>Run regsvr32 hnetcfg.dll [enter]

message when trying to access the firewall settings and also the security
center says it is not turned on. Any more suggestions? Thanks again.

I can give you more links for the firewall and Security Center, but
since you didn't say what viruses you had there is really no way for me
to know the state of your computer without looking at it. You can go to
the links and try some of the fixes without hurting anything. Depending
on what nasties your computer had, you may need a Repair or Clean
Install. Note that I'm not saying this is definitely the case; just
that there are limitations to how much can be done in newsgroups when
reading/writing about a machine that was infected with
one-doesn't-know-what.

Depending on your inclination, you may want to have a professional take
a look at the box.

For the Security Center, make sure the service (and that for the
Firewall) is running:

If you have a recent Norton Internet Security or Antivirus with its own
firewall or Internet Worm Protection, that will have turned off the
Windows Firewall. If you installed the Norton Security Center (and I
think McAfee has one, too), it will disable the Windows Security
Center.

did not find these and they were my problems that I had with the Security

The DSO Exploit is an old false-positive of Spybot's and is nothing to
worry about. Also see this link regarding Spybot's reporting of the
Windows Security Center issues:

The other items (excluding Smitfraud) look like Most Recently Used
entries and cookies and aren't worrying at all.

Download sharedaccess.reg http://windowsxp.mvps.org/reg/sharedaccess.reg
(only for systems running Windows XP Service Pack 2) and save to
Desktop. Then double-click the file to merge the contents to the
registry. The Services entry will be created. Restart Windows
(mandatory step, otherwise the following NETSH command will display an
error message).

After restarting Windows, execute the following command via Start, Run
dialog:

CMD /K NETSH FIREWALL RESET

Launch firewall applet from Control Panel, and see if you're able to
configure the Windows Firewall settings.

If the above steps do not help, as a last resort solution (before
attempting to reinstall Service Pack 2), give the following commands a
try:

Click Start, Run and type:

rundll32 setupapi,InstallHinfSection Ndi-Steelhead 132
%windir%\inf\netrass.inf

The above command repaired most of the Windows Firewall settings when I
tested. After running the above command, restart Windows and then run
the following:

CMD /K NETSH FIREWALL RESET

Attempt to start Firewall applet. Start the Windows Firewall service
when prompted.
