The Search option in Windows Explorer has us enter a file name or a
partial file name.

How do I tell it to skip partial file names, that I am only interested
in an exact match?

Try File Locator Pro (http://www.mythicsoft.com/default.aspx). It's a great
tool that we use and I recommend to my clients.

Select 'All files and folders', then 'More advanced options', then check the
'Case sensitive' box, then enter the exact file name and extension making
sure to match the upper and lower case letters of the name and extension.
