If you're referring to System Restore, here's what you do (and the same
idea applies in almost every instance where you've accidentally deleted
a shortcut icon): Find the executable file and make a shortcut to it on
your Start menu.
The "executable file" is the file that starts the program when you
double-click on it. In your case, that's rstrui.exe. You can find it by
searching for it on your hard disk, but it's typically found in the
c:\windows\system32\restore folder.
Here comes the easy part. Right-click on rstrui.exe and drag it over to
your Start button. The Start menu will open and then you drag it over to
Accessories > Systems Tools and take your finder off that right mouse
button. Choose 'Create Shortcuts Here' and you're all set.
