Windows Registration

I got Windows Vista Ultimate upgrade edition (64-bit) before it really had
solid support for some of my hardware (creative x-fi namely) and I still had
a DX9 card, so I went back to XP. I've decided to go back now that creative
is supported and I have a new DX10 card.

The problem is, when I try to activate my product, it tells me that it's
already in use and I need to buy a new one. Since it's obviously not in use
anymore (as I've reformatted my hard drive) how do I go about activating...?
I see that Windows support costs $59 dollars per session (which is absolutely
outrageous as I haven't had to pay for any of the customer service I receive
from other retailers) and I really don't want to have to pay that to sort out
such a seemingly simple issue.

And I just did the telephone activation and figured it out. This can be
closed/deleted now.
 
It was already in use, by you when you previously installed. At least
according to Microsoft. All you need to do is select "Activate by Phone"
and give Microsoft a call, takes about 5 minutes or so, and you will be
up and running in no time.
