Windows RAM drive and batch files

1. Is there any mechinism inside of Windows Vista (I have the
ultimate edition) that will allow for a small RAM drive to be created
(on boot if necessary)? I'm not talking about drive boost or whatever
that thing is. I need a small area, about 3MB or so, for a file.

2. Can I still put batch files in the startup group and have them
run?

Know any 3rd party programs that work on Vista? Cheap or preferrebly
free?
 
Pardon my ignorance, but what benefit would a "RAM drive" provide that the
normal file caching built into Windows doesn't already provide?

Faster access to one Excel file that get's accessed quite heavily.

I'm assuming it would work better, but I'd like to be able to do the
RAM drive to find out.
