windows pic and fax viewer

When i would right click on the pic shown in the picture
and fax viewer, it gave me the opportunity to send the
pic by e-mail. In the past, it would ask if I wanted
to "make the attachment smaller" now I dont get that
message.
How can i get that feature back and avoid sending out
files that are too large.
