Windows Photo and Fax Viewer problem

..JPG attachments on Outlook Express will no longer display. I get the
message to "Create an association in the Folder Options control panel." I've
tried changing the setting for JPEG in the Control Panel/Folder Options/File
Types. It recommends setting it to "Paint" or another program and I've tried
that, but no results - (the "Apply" button on that page is inactive.)

Any suggestions? Thanks
