windows password reset

I haven't use my laptop for some time and cannot remember
the password.

How do I bypass this password request when windows opens?

How do I also start the computer in safe mode?

I only get so far that I am request to CTRL AL DELETE and
then the password request comes up. When I select to shup
down there is no option to restart in safe mode.
 
It sounds like you have XP Professional edition. If that is the case, you
can't just reset the password like you can in XP Home.

However, in case you do have XP home, do the following:

Turn on the computer and press the "F4" key a few times. Eventually, a menu
will appear with several boot options. Just choose "Safe Mode".
Once the computer boots up completely, log in using the administrator
account with no password. No password is required in Safe Mode on XP HOME.
Then, press "Start", "Control Panel", "User Accounts", and then change the
password. XP HOME is easy.

If you do have XP PRO, you might have to install another instance of XP on
the hard drive in order to recover your data.

Are you sure CAPS LOCK isn't on?

NTAccess can replace the administrator password of a Windows NT, Windows
2000, Windows XP or Windows Server 2003 system by rebooting the computer
with a special set of boot disks. This is useful if you forgot the
administrator password and cannot access the Windows NT/2000/XP/Server 2003
system.
