"Close all windows EXCEPT the one that open "minimised"; right click on your
Task Bar, either on the open space on the right or left end (your choice);
select "Tile Windows Horizontally" and IE will maximise; close IE. Re-open
IE and it will be maximised.


Here's another approach from a Frank Saunders post:

Symptom: IE opens a maximised window shifted down and to the right.

Remove any 'Auto-hide' option for the taskbar and while the window is
maximised, resize the taskbar then return it to the desired size. This is to
try to make Windows re-calculate the window size and boundaries.

If no joy, run regedit and remove these registry key values:

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main\window_placement

HKEY_CURRENT_USER\Software\Microsoft\Internet
Explorer\Desktop\OldWorkAreas\OldWorkAreaRects

Then reboot.
 
Open one window, get it where and how you want it. Then hold the Ctl key
down while you click the X to close the window. This will set the default
postion of the window.

Doubt if this will do it. However, an easy change to try:
Right-click the icon you use to access IE. Properties. Change to run
in a maximized window. Apply. OK.

Out of curiosity, are you using the same mode of entry each time? Try
using RUN, then type (without the quotes) "iexplore". Enter.

OP's description isn't very clear but I suspect that this is a problem
with mispositioned Maximized windows. There was no mention originally
of "Minimised". The second part of mac's answer should have
yielded the solution. Essentially what you should be trying to do is force
a recalculation of the window's settings (e.g. by changing the size
of the Maximized window by adjusting the size that the Taskbar takes.)

Another way to cause all display parameters to be involved in the
recalculation would be to temporarily change your screen resolution
(up or down).
