i think it might be this. possibly, no guarantees or anything.
open services, (start - run - type services.msc), should be one called
themes and it should be set to automatic and started. that may be it.
once upon a time i "accidentally" unchecked all the services listed in
msconfig, (which made my desktop look win95ish), themes, as the name
suggests, does your window themes...
