Windows not loading the drivers for devices (CD-RW)

HELP!!! DESPERATE...

All of a sudden I can't get my internal or external CD-ROM
drives or Web Cam to connect.

I get the following error message: "This device is not
working properly because Windows cannot load the drivers
required for this device (Error 31 Sony CD 12x8x32)"(Error
10 IBM Cam)(Internal CD error 31 also...)

I tried to reload the drivers from my CD-ROMs but Windows
isn't recognizing the drive and the Wizard won't either???
