Windows not appearing properly

Ok, this is kind of difficult to describe, but hopefully some of you will understand my issue

When I have more than one program open and their boxes show up in the taskbar, if I want to view Window A but Window B is currently being viewed on my screen, I have to minimize Window B and then click on Window A in order to view it. If I don't minimize B, A does not appear on my screen - usually it will just open in front of B, but now it won't. Also, I can't right-click on the program boxes in my taskbar. When I try to, I don't get a menu with the option to maximize, close, etc the window - the taskbar box just flashes at me. How can I fix this?
