Can you save a movie created in Winows Movie Maker into Plus Photo Story in order to make a video cd?

No, Photo Story only uses pictures, not video clips. You have to use third
party software to make standard discs from your MM2 videos. See the CD
Burning section on my website for some info.

The vcd burning component in Photostory is a 3rd party customised engine
provided by Sonic. So I thought how can it really know whether or not a
movie was created in Photostory. In principle it can know by analyzing the
contents to look for some watermark... But luckily it doesn't do any such
clever checking. All it checks is if the movie file has the same name and
location as stored in the corresponding Photostory project file. Therefore
replacing a phototstory movie file by any other movie file (WMV) would still
allow the new movie file to be burnt by Photostory.
