I am an advanced user. Windows mail will not send outgoing emails. It looks
as though they are going. Moves them from the outbox to the sent box. But
no mail actually is transmitted. I was going to reload the entire program
again, but don't know where it's located. Came bundled on my Dell computer.
All the smtp settings are correct.

You can't "reload" the program. It would require a complete reinstall
of Vista.

Make sure you are not running a non-compatible antivirus program
like Norton or McAfee. Those should be uninstalled and replaced
with a compatible antivirus, like the free version of Avast:

Email scanning should be turned off in any anti-virus. Also exclude EML
files from the scan. It provides no
protection not provided by the regular resident protection.
Besides that, McAfee and Norton are not compatible with Windows Mail and
should be uninstalled.
