Windows mail

I can't see where to input the POP SMTP information. It says you can do this
but I get a message that says " http mail is no longer supported "
 
Your trying got hook up a hotmail account???
That's a not supported option any more
use Outlook in office it works there

In Windows Mail, select Tools/Accounts.
Click the Add Button.
Click Email Account/Next button.
Click enter your Name/Next button.
Enter the Email Address for your ISP account/Next.
Click the Incoming email server type menu and select POP3. This where you
enter the Incoming Mail and Outgoing e-mail information that your ISP gave
you.
Click Next to finish the wizard.

I keep getting this:
The connection to the server has failed. Account: 'MSN', Server:
'pop3.email.msn.com', Protocol: POP3, Port: 995, Secure(SSL): Yes, Socket
Error: 10060, Error Number: 0x800CCC0E

I've selected "...server requires a secure connection." I can access my
newsgroups. Any solutions?
