works on my laptop. both have vista.

You don't give us much to go on.
Any error message when you try to send? If so, copy it and post it
here.
What happens to the message? Does it stay in the Outbox, or does
it go to Sent Items?
Which antivirus are you running?

sorry.
no error message. just stays in outbox.

anti virus is charter highspeed security suite

also have a message in the outbox i cannot delete. says unknown error has
occured and says to come here to the communities for help. go figure.

That problem is usually caused by interference from an antivirus program,
so you you may need to find out from Charter if their antivirus suite
includes any antivirus programs from Norton, McAfee, or Trend,
which are the ones that most frequently cause such problems.

For a temporary fix, download and install this hotfix, with Windows Mail
not running:

http://support.microsoft.com/default.aspx/kb/941090

Although it's labelled as for mail stuck in the Outbox, it also works in
other folders. If you don't know whether you have a 32-bit version
of Vista or a 64-bit version, try the hotfix for the 32-bit version first.
