The Error reads:
E-mail scanning encountered a problem. This e-mail message cannot be sent.
After you verify the format of your recipient addresses, Mcafee recommends
that you resend those messages from your e-mail program.

I did actually what you said and still the same thing, but is the current
error:
The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

The rejected e-mail address was '(e-mail address removed)'.

Hi I thought I was the only one with problems with Windows Live Mail....

Please help I still can not set up the Windows Mail as my default mail
althought I already downloaded the software...

Is NPACC (North Penn Access?) your home ISP? I can't seem to find out much
about them.
Were you sending from home when you got that error message?

There's your problem: McAfee.
McAfee antivirus is not compatible with Windows Mail.
McAfee will need to be uninstalled and replaced with a compatible
antivirus like the free version of Avast:

Make up your mind...
Which are you trying to use Windows Mail or Windows Live Mail?

You downloaded the software, but did you run the install program?
Are you talking about Windows Mail or Windows Live Mail?
You mentioned both below.

Gary,
Yes this is North Penn Access, and yes I am sending from home. Everything
worked fine even with Mcafee until I recieved this replacement computer from
Dell and now I can not send just receive.
The error still says "The authentication setting might not be correct for
your outcoming e-mail SMTP server, but what North Penn told me to put for the
outcoming server name is the same as the incoming which is mail.npacc.net. It
worked before that is why I can't understand it now.
Thanks again for any help you can give me.

According to your ISP:
http://www.northpenntelephone.com/dialup_outlook.php
the SMTP server name should be smtp.npacc.net instead of
mail.npacc.net.

Give that a try.

That did not work either, still the same error message. When North Penn
hooked up my router they gave me a step by step sheet to set up my e-mail and
when I first set it up it worked great. Don't understand why it won't now.

The error message makes it sound like the wrong server is being used.
Smtp.npacc.net and mail.npacc.net are actually two different servers,
(not just an alias for each other), so you should clarify with your ISP
as to which one should be used.

One other thing you might try, since there is a possibility that the
account is corrupted. Delete that mail account, then create it again
from scratch.
