The setting is probably set to always dial my connection. If you are using
DSL broadband you still need a user name and password to dial into your
account.
Go to control panel and click on the Internet Options icon. In Internet
Options properties window, click the Connections tab. In the connection
window, click on the radio tab next to the 'never dial a connection' option.
If the 'set as default' button is in bold type rather than greyed out, click
this button to make 'never dial a connection' the dafualt option, then click
OK to close internet option properties. Now, when you open Internet explorer
or Windows Mail the applications will not dial your DSL connection. To
connect to the internet you will either have to click the icon on the
desktop (assuming your ISP software has installed an icon, or else right
click on the two monitor icon in the notification area and click on the
connect option.

I have seen more questions on this subject, but no answer.
My friends Windows Mail tries to dial up even though he has a broadband
connection (he did have a dial up and used it briefly on the new Vista
laptop).
IE7 opens up normally, without wanting to dial.
Windows Mail is set to use IE's settings.
So why does it want to dial?
When I open the account and go to properties, then hit the tab
'connection', Mail crashes.
He has to use webmail, for Mail is unusable.
