windows mail wants to dial up

I have seen more questions on this subject, but no answer.
My friends Windows Mail tries to dial up even though he has a broadband
connection (he did have a dial up and used it briefly on the new Vista
laptop).

IE7 opens up normally, without wanting to dial.
Windows Mail is set to use IE's settings.
So why does it want to dial?

When I open the account and go to properties, then hit the tab
'connection', Mail crashes.

He has to use webmail, for Mail is unusable.

Check under Control Panel|INTERNET OPTIONS|Connections tab

Click the "never dial" radio button, then click on OK to exit
 
The setting is probably set to always dial my connection. If you are using
DSL broadband you still need a user name and password to dial into your
account.

Go to control panel and click on the Internet Options icon. In Internet
Options properties window, click the Connections tab. In the connection
window, click on the radio tab next to the 'never dial a connection' option.
If the 'set as default' button is in bold type rather than greyed out, click
this button to make 'never dial a connection' the dafualt option, then click
OK to close internet option properties. Now, when you open Internet explorer
or Windows Mail the applications will not dial your DSL connection. To
connect to the internet you will either have to click the icon on the
desktop (assuming your ISP software has installed an icon, or else right
click on the two monitor icon in the notification area and click on the
connect option.

There is no dialing with broadband. Most broadband connections
are on 24/7, and the login can be handled automatically in the modem
or router. My DSL modem is configured for "Never disconnect."

That is right.
I may not have been clear, but the IE-internet options *are* set to never
dial up, and IE opens up just fine without asking for a dial up
connection.
Vista Mail has a problem somewhere - why else would it crash when I try to
verify the connection?

Did you look at the Properties of the email account, Connections tab,
and verify that it isn't configured to override IE's default?

Yes, I did the one time Vista Mail would let me. It is *not* set to
override IE's default. When I tried that tab later, Windows Mail crashed.
 
There is no dial in as in you do not have to type in a telephone number but,
I'm in the UK and using a landline (not cable) and i can assure you that i
have to use the same method to gain internet access as i did prior to
broadband. In other words i use a dial up connection. There is an icon on
the desktop which i have to click, insert my user name and password and then
click connect. Having said that the password can never be saved it always
has to be inputted prior to connection. My dial in number also has to be set
to '0' otherwise i cannot access the internet.

Thanks for that, John. I will look into it.
A thing that remains: prior to Windows Mail I have helped people set up
connections to both IE and Outlook Express. Several years ago lots of
these people changed from a dial up connection to broadband.

Yet I have never met a problem as this time with Vista Mail.
 
If you are crashing getting the Properties, then first make sure you don't
have antivirus software set to scan email. See www.oehelp.com/OETips.aspx#3
Then (regardless of AV status) go to Tools | Accounts and delete the mail
account. Then close and reopen WinMail and add your account back again.
Then check Tools | Accounts | Mail | Properties | Connection.

Not here. Once the internet connection is established no logins or
passwords are required. Again: my friends Internet Explorer works fine, it
is just Vista Mail that wants to dial up, but can't because there is no
dial up connection as I understand it and as Mail obviously requires. It
shouldn't be necessary either: we are online through Internet Explorer.

I had my isp set me up a new username for windows mail and when it went thru,
it came up under my outlook, and now when i try to go into windows mail, it
wants to dial up and i have already went to internet options in the control
panel and set it up as never dial a connection and it still wants to, any
Idea why would be helpful because i would like to use both accounts.

No sure what you mean by "it came up under my outlook."

In Windows Mail, check the Properties for that account, and
under the Connection tab make sure that everything is grayed out
and unchecked.

You keep repeating that. Very frustrating. My friends Windows Mail
properties *are* set as they are supposed to but I can't see what is under
Connection for Mail crashes when the tab is clicked. IE is fine, doesn't
ask for a connection - dial up or otherwise.
 
I have the same problem with my Win Mail - it crashes when I try to look at
the Connections tab. I will now try one of the earlier suggestions of
deleting all my accounts, closing WinMail, re-opening it, re-instating the
accounts, and hope for the best. At present the only way to get my emails is
via my ISP's website. PS I can get onto the web without any difficulty, it
is just WinMail!!!!!

If WinMail crashes when you open its Connection tab, then
something is badly corrupted. At that point I would delete the
whole \AppData\...\Windows Mail directory (after saving a copy
of it), then restart WinMail, let it regenerate everything and hope
that fixes the problem.

Thank you Gary but I have solved my problem and hopefully others can also
benefit. I first tried the technique of setting up a dummy connection with
the same name as my old connection. This allowed me to click onto the
Connection Tab and see what was there. However, although I clicked "connect
always via network" it worked once then failed - it continued to try to dial.
So I deleted all my email accounts closed Windows Mail, restarted my PC,
went to Control Panel, Internet Options, Connections - and here I left
EVERYTHING BLANK because I realised my PC was already connected to my ISP via
my Local Area Network. So, I then opened WinMail and filled in my
information just as one would do in Outlook Express for the various email
accounts I use. There was no need to fill in anything about "connections",
and at the end it said "do you wish to receive your emails" for the
particular account I was completing, and I said to myself, you're damn right
after 14 days without, so I clicked finish and was connected straightaway and
the green line moved across the window saying receiving 1 of 35, until 35 of
35!! And there they were in my INBOX.
So I've got rid of the annoying attempt to dial, and I am through
immediately to my mail.

Many thanks for the various suggestions - I hope the above description helps
others.

It is supposed to work right off the bat, the way it finally worked for you.
It's a mystery why it started misbehaving in the first place.

Thanks Steve,

I searched and read a lot of responses to this issue and your answer fixed
my problem. I too was locking up WinMail when I went into Account Properties
trying to get rid of the "dialing" dialog box for my broadband connection.
