Windows Mail vs OE

Any way Windows Mail can replace OE on a PC with Win XP? I like many of the
fixes/enhancements in WIN Mail.

I agree, Win Mail is a totally easier, nicer looking interface and fixes
everything that was wrong with OE

What does WinMail fix that was wrong with OE?

Personally I prefer functionality over "nice looks".
I find at least four functional aspects worse in WinMail:

1. The Contacts are not as integrated, not as configurable, and
often don't auto-complete.
2. The message database seems to be more prone to corruption
from antivirus scanning.
3. Can't download Hotmail or MSN web mail via HTTP.
4. No Identities.

The database has issues with corruption, but you don't see people here
asking what happened to all their messages as they've been doing daily for
years and years and years and years in OE.

I find it difficult to empathize with users who had that problem
with OE because I never experienced it. OTOH, I was always
a neat freak who didn't use system folders to store massive amounts
of archived messages. ;-)

I have no difficulty empathizing with them. I'm snowed by the number of
people experiencing this problem.
