Windows Mail - messages not being sent

I keep having my emails stopped from being sent. They get stuck in the
Outbox. Now a bunch are grey like they have been sent but they are still in
the outbox. The error that shows up is:
An unknown error has occurred. Protocol: SMTP, Port: 0, Secure(SSL): No,
Error Number: 0x800C013E
I don't know what has changed. I'm pretty sure it is VISTA that is screwing
things up as that seems to be the answer 99.99% of the time. Help!

Do you have your system backed up to an external hard drive or elsewhere?

Here is what I did. I restored, Windows Mail only, to a date that Windows
Mail was working properly. Then I used Steve's utility ( go to
www.oehelp.com/wmutil) to compact my
e-mail. Plus I compact my e-mail every time the dialog box appears.
