Windows Mail fails to pass URL link document fragment identifiers (hash) to
the default browser.
This means that if someone includes a link within an email that refers to an
element within a web page, only the web page will be opened.
For example: http://www.panavista.eu will open the site but...
http://www.panavista.eu/index.htm#1%1%1 will only open the site; the hash
element is not passed in the url.
All mainstream email clients, past and present, have properly passed the
full URL.
Windows Mail is defective.
