Windows mail in vista

When checking for mail it no longer opens up in full screen, only, mail
flashing in lower tool bar

If you mean a mail window then close all other Windows and select the
minimized
window button in the task bar>right click>select MOVE>then use the arrow
keys to get it on screen>then drag any of the edges of that window to resize
it>close it> next time it will open as you just closed it.
