Windows mail forces a dialup connection

I have recently migrated from Windows XP Media Center Edition to Windows
Vista Home Premium.

Using the Microsoft migration tool in Vista, I migrated my AT&T Yahoo email
account from Outlook Express to Windows Mail. I have an AT&T DSL connection
and browsing the web works fine.

However, when I try to send and receive email from Windows Mail, it
automatically attempts to open a dial-up connection (I do not have the PC
dial up modem connected to the phone line).

I have tried all possible combinations in the setup window of disabling
dialup properties.

Can anyone help with this frustrating problem?

You sometimes have to disable dialup in Internet Explorer, too.

Tools | Accounts
Select the account and click Properties.
On the Connection tab uncheck the option "Always connect to this account
using:".
 
In Windows Mail, go to Tools, Accounts, select the account, Properties,
Connection tab, and make sure the settings there are grayed out,
indicating that IE's settings will be used.

When you open Internet Explorer, does it try to dial? If so, go to either
Internet Explorer/Tools/Internet Options or Control Panel/Internet Options.
Click on the Connections tab. Make sure "Never dial a connection" is
ticked. In fact, all the dial-up settings should be grayed out, indicating
that Vista recognizes the presence of an Internet connection via the LAN.
