windows mail and user accounts

There isn't a good solution to this because each user really should have his
or her own e-mail address. The best you can do is set the e-mail account in
each user account to leave messages on the server, so that the first person
who checks the e-mail isn't the only one to get messages. But still, not a
great solution. Better for each user to have their own e-mail address and
keep everything separate.
 
Hi all,
I create user accounts under Vista for the entire family but I want to share
the same email account for all the accounts... I cannot find a solution to
allow all the users to see the emails coming in !

I use Windows Mail.

that describes how to do it.

This article describes making both accounts the same.
It should also work to just change the Store Root key for the second user.
