If Steven "Shit"nofski had been sacked earlier by MS, then it might have.
WLM 2009 does work, it is the nearest thing to OE and WM.

WLM was nothing but trouble on my wife's computer so I'm not very
enthusiastic about it. I replaced it with WN from Vista and smooth
sailing.
But then I'm not very impressed witht Win8 either. To much stuff
cramed into one package that I don't need or want. All I want is an
computer operating system not all the phone crap and apps. Trying to
be all things to all people usually doesn't turn out very well in the
long run. Thanks again.

Yes Vista's Windows Mail (WM) absolutely will and does work on Windows 8 !
Many people are using it, although it takes a little tweaking to do it:
