Windows Logon Fail

Tried to install second Hard drive. When powered up the computer saw the
drive but told me to reboot due to an error. When reboot 2000 will let me
put in my admin password. It says that it is loading my settings and then
returns to the login screen. If I put the wrong password in it tells me, as
the usual way. There are no user names that work. If I remove the second
drive the problem is the same. I cannot boot in safe mode or last best
config. I cannot boot into dos. I have tried using the 2000setup disks to
repair 2000 but this makes no difference. The software has been corrupted.
It is funny that the second hard drive was to be installed as a backup
device just incase things like this happened

I seem to recall someone fixing this issue by copying userinit.exe
from a "good" machine over the network c$ share on the "bad" machine

This typically happens when hard disks are changed. Before you
change disks, delete any inappropriate or non-existing devices
as per Step 2 below.
1. From dos, copy userinit.exe to all the other hard drives
This should allow you to log in.
2. HKEY_LOCAL_MACHINE/SYSTEM/MountedDevices/:
delete all keys which look like "\DosDevice\<DRIVE_LETTER>:"
3. Point KEY_LOCAL_MACHINE/Software/Microsoft/Windows NT/Current Version/
Winlogon/Userinit to the correct location of userinit.exe
