Windows Logo test.... install error

Whenever I attempt to install ANY Microsoft download, the
followiing error message appears, "The software you are
installing has not passed Windows Logo Testing to verity
its compatibility with Windows XP. This software will
not be installed...." These are Microsoft downloads, yet!
Is this a result of a corrupted file, a vius attack, or
WHAT????
