Windows loads but hangs on the welcome to windows screen

My Toshiba crashed and as it was rebooting it crashed again. I got the
Windows wasn't able to load properly screen and then it crashed again when I
clicked on restart windows. I was able to get into safe mode and windows
loaded but hangs up at the welcome screen. I tried last known good
configuration and the same thing happened. Any ideas?
