windows keeps restarting

DAVE

when starting my computer, windows will attempt to start
then shuts off and restarts over and over. i can't get
into anything to fix the problem. any suggestions???

Consider the power source (UPS or power supply). Plug the
computer into a different power source.
 
At what point does it restart. does it fail before you can "F8" to a safe
mode boot?

I am making the assumption ( maybe bad) that since you are posting this in
the active directory forum that you are talking about a 2000 box.
