Windows just won't start....

Please someone help me.
I recently shut down my PC using power off whilst it was
carrying out a task "setting Attibutes to some files".
Ever since then Windows will not restart, I get no error
messages just get the Windows Home Srcreen, the one where
the green Bar scrolls arcoss the screen. I left it for
hours doing this thinking maybe it would start
eventually. I have tried doing a repair using my CD, but
that didn't work, even if I set my CDROm as boot device in
Bios, it doesn't boot. I have tried Booting using the XP
Start Up Diskettes, when I try to re-install Windows it
says that the CD is not correct type, even though it is XP
Home that came with PC. I would like to try and use
Recovery Console, but I don't know where to start.. what
might cause this problem, so which files do I copy,
rename, delete...etc.
Can anyone help?

Try the System Restore tool: "How to Start System Restore Tool From a
Command Prompt in Windows XP"
