I am a fairly new PC user
On my new PC with Win XP home edition, for some reason
when I now try to install new software I get a message
Windows Installer Could Not BE Accessed.
I have installed a number of new software items with no
problems.
After reading all the troubleshooting info on the
Microsoft web I am confused.
It talks about Safe Mode and I cant get my PC to start in
safe mode as I dont appear to have the drop down options
window on start up.

Right-click My Computer and choose Manage. CLick the Plus sign next to Services and Applications. Click on Services. In the right pane scroll down (alphabetical list) to the Windows Installer Service. Double-click it and make sure it is set to Automatic type and that it is started.

After the shutdown procedure has begun, wait for the
screen to go black. Your machine should now be in the
"boot" phase. It is at this time that you need to keep
tapping [F8]. This will present you with the
"Windows Advanced Options Menu" screen, where you will be
able to choose to start the system in Safe Mode.
