windows installer

I am haveing a problem with windows installer for windows
xp. I am trying to install a program on my computer that
requires windows installer. When i install the program
the windows installer window comes up that
says "Preparing to install" and then after that a message
coems up that says "The windows installer service could
not be accessed" can anyonre help me solve this problem?
