Windows installer window appears whenever I Launch IE...

Whnever I launch IE 6 (or Outlookexpress 6) The Windows Installer appears
with the message "Preparing to install..." It's installing some component on
demand; how do I stop this?

Windows 2000, Pentium 750, Broadband connection, IE 6 SP 1

IE tools, internet options, advanced. Turn off install on demand.
