Windows Installer Service Will Not Start!

Hi everyone! I've had a problem with Windows Installer for a few weeks now,
and I've basically searched the entire Internet for a solution, but none will
work for me. The problem I'm having appears to be very common, but none of
the common solutions will work for me. I've taken a look at this KB article:
http://support.microsoft.com/kb/315346/en-us , as well as many others, and
tried all of the resolutions listed, but no matter what I do, nothing will
resolve my problem.

I've done all of the basic methods for fixing this problem, including (but
not limited to): re-registering msiexec.exe, reinstalling Windows Installer
3.1 v2, performing numerous virus/malware/error scans, checking MSIServer
registry key, etc, but none of these have made even the slightest change to
the problem.

I did do some diagnosis work to narrow down the problem, and it turns out
that I can't start the Windows Installer Service manually in services.msc .
The Windows Installer service is set to manual, and when I attempt to start
it I receive the following error message (after a delay of about 30 seconds
where the startup dialog 'hangs'):

'Could not start the Windows Installer service on Local Computer.

Error 1053: The service did not respond to the start or control request in a
timely fashion.'

In addition, when I do this, I receive the following two 'System' event
errors in Event Viewer:

Source: Service Control Manager
Event ID: 7009
Description: Timeout (30000 milliseconds) waiting for the Windows Installer
service to connect.

Source: Service Control Manager
Event ID: 7000
Description: The Windows Installer service failed to start due to the
following error:
The service did not respond to the start or control request in a timely
fashion.

Reformatting this computer is not an option that is particularly feasible
for me, and I would hope that there is a simple solution to fix my problem.
As you might imagine, this problem has been quite a real hindrance, and I
would like to resolve it as soon as possible (as I'm about to enter my final
year in university).

I'm happy to do any additional diagnostic tests that may help solve this
problem. Any help will be appreciated. Thanks!
 
The article you have linked to sounds very similar to my problem, however I
am using Windows XP (Home Edition SP2), not Windows Server 2003. I don't
think it would be wise to apply hot fixes onto my computer for another
operating system. However I appreciate you trying to help.

My problem still remains, so I would be grateful for any more help.

Double click on the service, click on the Log On tab, select "Local System Account" and
"Allow service to interact with desktop".

Does it work now?

said, and it works now. No idea why I didn't need that option on before

Newbie could you explain in a bit more detail for the computer illierate that
I am what you had her do?.......lol I keep having the Windows Installer
screen pop-up and hang there every time I try and go to another page.

The Installer is probably trying to automatically repair a damaged software component. Check here:
