Windows Installer question

Let me rephrase my question about the Vista Windows Installer,
version 4.00.6000.0

I am able to launch msiexec from the command line, but
in the list of services on my computer, the "Windows Installer" item is
missing.
(I say *missing* = non-existent, I am not saying it is not running. )
You bet, I do have problems with installig programs, updates, and, of course
the
service pack 1. A few days ago I was able to install, but I have problems
since.
This service has simply disapeared from my machine! How could this have
happened? And, what can I do to repair it?
