Windows Installer problems

I can't change, delete or run setup for Office 2000. An
error message is generated that says "Windows Installer
could not be accessed...... Not installed properly ..."

What is the complete, exact text of the error message? My first guess
is that you need to reinstall Windows Installer. See:
