Windows Installer Problems

When I try to remove a program, I receive an error that
states "Window Installer service could not be accessed.
Contact your support personnel to verify that the Windows
Installer service is properly registered." I've been
reading up and it says this can happen if the computer is
booted in Safe Mode so I made sure it booted normally and
I am still receiving the same errors. I made sure that
it was started in my services to see what that would do
as well. No luck. Any suggestions on what I should try
next would be appreciated.
