Windows XP Windows Installer Problem

Hi,
whenever I try to install/uninstall a program that uses" Windows Installer " my machine stops.
Have read various articles inc Windows installer fix but none seem to work.
if I try to re-run an install I get message " Installer running another version"
Can anyone help?

not sure what causes the problem......
Whenever a program installation tries to run Windows installer pops up and says Installing .... and then nothing happens. It happens on any program installation using Windows Installer
As I said in previous post have tried all the Fixes as per numerous post but nothing changes.
Is it possible to remove Windows Installer and then reload it.
I am running Windows XP professional with SP2.
