Windows Installer - Persistance

I have a small problem with windows installer...

Whenever I start a program based on IE, the Windows
Installer dialog pops up and says 'Preparing to install'.
This is slowing applications down - Outlook and IE both
take twice as long to load.

Also, the installer seems to have effected Office as well:
I can no longer run office apps from the start menu -
After the Windows Installer briefly displaying I get..
"Problem with shortcut" - "This patch package could not be
opened. Verify that the patch package exists and that you
can access it, or contact the application vendor to verify
that this is a valid Widows Installer patch package.

To add the problem, I can run office apps directly from
the office dir, but when I go to view the Product ID - all
the licensing information is missing - So I cannot get
Microsoft support...


Does anyone have any suggestions?
 
Addtionally - I cannot 'Repair' the installation of
Office, nor does 'Detect and Repair' work from within
Office and I have tried most fixes reported by Microsoft.
 
Give more information:

1. What version of the installer. What OS?
2. Is this a customized install of office? Any addition shared files?
How was IE installed... hopefully through IEAK and not MSI ( unless you onlu
used it as a wrapper)
3. What other MSI applications are on the box?
4. Prior to the installer service updated, if this was on NT4 did you have
shell32.dll updated? What was the date? (required to make MSI work
properly)
5. Is the sourcelist property populated? Is it finding the package when it
attempts to self heal?
