Windows Installer not working..

I just discovered that I have a problem installing anything in my WindowsXP
setup.
When I click on the program that I wish to install I get a note back from
Windows saying : Windows installer could not be accessed because I am either
in Safe Mode or Windows Installer is not correctly installed???

How did this happen? How do I get it to work again. And I am not in Safe
mode..

Microsoft has a free uninstaller for it's sometimes buggy Installer app. If
you find and install it I think it just removes the Installer from your
system and you need to install the Installer again so download both to be
sure.
 
Click Start, Run, and type SERVICES.MSC. In the right pane, right-click Windows Installer, and then click Start. Also, set the service "Startup Type" to Manual.
