Windows Installer Issues

Currently I am trying to install an upgrade for Act 7.0 via remote
connection. Whenever I run the setup program it errors out with a 1607.
According to Act's website I need to download and install the following
updated file, ISScript8.msi.

However when I try to install this file I get a pop up window that states:

[Windows Installer] {short version} only administrative accounts are allowed
to install this file, please contact your network administrator. The only
account I use is the default Administrative account and it has full system
access.

Has anyone encountered this before and if so how have they fixed it? I have
searched the web and Microsoft's site and found no answers.

This is probably because the installation requires you to be logged onto the
server console, not an RDP Session. Try from the server console, and your
problem will likely go away.

In 2003 you can logon to the console via "mstsc /console", but in 2000 there
is no such option.
