Windows Installer Failure

Hi,
I have trouble installing software because of Windows
Installer Service failure.

When I install a software, the following error message is
given
"The Windows Installer Service could not be accessed.
This can occurif you are running Windows in Safe
mode, or if the windows installer is not correctly
installed. Contact your support personnel for assistance."

When I manually try to start the service I get the
following message
"Could not start the Windows Installer service on Local
Computer. Error 5: Access is denied."

I looked at the events log and found the following errors
logged in

Application viewer:
"Failed to connect to server. Error: 0x80070422" ---
MsiInstaller

System viewer:
"The value named IRPStackSize in the server's Registry key
LanmanServer\Parameters was invalid. The value was
ignored, and processing continued. " --- Server

"The Task Scheduler service failed to start due to the
following error: The service did not respond to the start
or control request in a timely fashion." --- Service
Control Manager

"DCOM got error "The service cannot be started, either
because it is disabled or because it has no enabled
devices associated with it. attempting to start the
service MSIServer with arguments in order to
run the server: {000C101C-0000-0000-C000-000000000046} " --
- DCOM

This machine is Dell Precision 530 running Windows 2000
Professional and I have installed all the available
updates. This machine was hacked 6 months or so ago and I
have completed the erased and reinstalled the OS.

Any help is appreciated!

The error messages seem to indicate that the Windows Installer service is
disabled on the machine.

Start->Run, type "services.msc"

Double-click on the service named "Windows Installer". Check the value in the
'Startup type:' field. If it's currently set to "Disabled", then this is the
problem. Change it by selecting "Manual" from the drop-down box.

That´s not true, that the Windows-Installer-Service ist
disabled. I´ve also this problem and the service don´t
start successfully! And on the TerminalService(W2k) I
can´t install W2K SP4 and start office-programs.

Who can help me?
