Windows Installer - Denied Access

I am unable to run windows installer. when I run
services.msc and start the installer from there, I get the
following error message "Could not start windows installer
on local computer. Error 5, Access denied." In the
registry, following the microsoft knowledge base article
227181 I could not find the following registration key:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows\Insta
ller I created the value name AlwaysInstallElevated and
the value data REG_DWORD but have not yet rebooted my
computer (mainly out of fear) I am logged into windows
under administrator
 
Make double sure you are logged on as an administrator. The setting may be disabled
in Group Policy and check your ntfs permissions to the msiexec.exe file in
\winnt\system32. The Group Policy setting is in both computer AND user configuration
where you may want to enable it keeping in mind that it will apply to all users. For
computer configuration look under administrative templates/Windows Components/Windows
installer and look in the same place under user configuration. On a local computer
use gpedit.msc to bring up local Group Policy. --- Steve
