Windows Installer Cannot Be Properly Accessed

When trying to perform an operation which involves Windows
Installer it will fail. In the case of MSN Messenger 6.2
the error message reads as follows:

"MSN Messenger has failed with error code: '1601'. Please
go to the MSN Messenger web site and download the software
from there."

When trying to uninstall Adobe Acrobat Reader an error
message is received that The Windows Installer Service
Could Not Be Accessed.

Using the fix found in MSKB Article #315353 involving
unregistering and registering MSIEXEC.EXE does not provide
a solution. Also, changing the ImagePath to the MSIServer
in the registry to %systemroot% instead of WINNT does not
correct the problem.

This PC has data that is substantial and shared over a
network. It is accessed almost continuously. Therefore,
formating the hard drive and reinstalling all software and
data is not a practical option.

The Operating System is Windows 2000 with Service Pack 4.

After you have the setup for MSN Messenger downloaded try
this

1. Go Into My Computer
2. Click on Add/Remove Programs
3. Click Install
4 Click Next (It Will Search For A Drive)
5. Click Browse and Locate setup install file and install

I hope this works for somebody. It worked for me!
 
1. Click Start, and then click Run.

2. In the Open box, type msiexec /unreg and then click OK.
(DON'T FORGET THE "SPACE" between msiexec and /unreg)

3. When this process is complete, click Start, and then
click Run.

4. In the Open box, type msiexec /regserver and then click
OK
(DON'T FORGET THE "SPACE" between msiexec and /regserver)


now run the msn messenger setup and it'll work!
 
First, thanks for helping. It is greatly appreciated.
Unfortunately this solution did not work with this
issue. That's the stumper about it. I know it is
Microsoft's general fix, but no additional avenues are
given beyond this except to wipe the hard drive and
reinstall everything which is a lot to swallow in this
case.
