windows installer 3.1

I'm having an extremely hard time trying to install updates. They keep coming
back as failed Installs. May have something to do with adobe flashplayer. And
I cant uninstall windows media format runtime. keeps telling me I need to
restart. I do this, and continues with same over and over.
