I am trying to do a fresh install of windows 2000 Pro and
I am getting an error that says "Line 189 of the inf file
is invalid. Setup cannot continue." I have tried a
different CD as well as the floppy disc method. I have
tried another cd-rom and 2 different hard drives. What
else can this be?
 
I don't get that far. As soon as it is done inspecting
configuration on an unformatted (brand new) disc it gives
me taht error. It should start copying the drivers prior
to displaying the license agreement. It doesn't get that
far.

Have you checked line 189 of the INF file? It sounds like you (or someone)
has set up an unattended install, and there may be a typo or an invalid
command in the information file.
 
Can you provide your PC's detailed spec?
or make sure your hardware is compatible with Windows Hardware Compatiblilty List.

also you can try this below.
update BIOS, and set to default settings once.
install with minimum component (remove unneccessary component such as modem, NIC, etc)
replace memory simms (If possible).
