Windows Hot Key Settinggs

Using the Windows key plus other letters (D, E, F etc..) causes specific
actions. Can these be configured - For example, I'd like a way to fire up
IE or Outlook Express.

Not with Windows itself, but maybe you can find add-ons in the
Internet.
Alternatively get a keyboard with special buttons. Usually you can
configure these buttons for to quick-launch applications or websites.
