Windows home edition xp won't shut down

After system crash (windows/system 32/config) corupted,
and re-install of windows from disc, I see that system
will not shut down automaticly any longer, Windows wants
to keep rebooting. I noted that after reinstalling
windows it worked fine before all programs reinstalled,
but then reverted to its pressent condition. According to
some reports system may have a fault? I cant get to the
config boot log on this system. Ive pulled and
reinstalled all programs of importance,ran thru all
systems check? How do I fix so as it automaticly shuts
down once again?
