Windows hestitates with each new window opened

Two of my computers running XP SP3 have the problem that when I open a new
folder or go to a new URL link, everything stops for a few seconds. I've had
a look at my task manager and the CPU appears to be 100% loaded during those
times. I did not have this problem a month ago so it is either an internet
load problem or something caused by installing SP3. Has anyone else had this
annoying problem (which means that each time I click on a link I have to stop
and wait a few seconds before doing anything)?
 
A "few seconds" is not very long. Do the computers "freeze" totally?
Does the hesitation affect everything in Windows, or just in Internet
Explorer?

Are you using IE6 or IE7 as your default Internet browser? If you are
using IE7, the culprit might be time taken, when the Phishing filter
checks each website.

What anti-virus program and other security software are running on your
computers?
 
I have 3G on one computer and 1G on the other. Everything freezes and the
cursor often disappears completely or becomes a vertical line rather than an
arrow. No new typing is accepted and if I type ahead it drops all but a few
characters. I use Trend antivirus, but I have had that for some time and this
symptom is new. It is very strange.
 
This is not the time it takes to launch the window. The window comes up
fine, but then I am unable to do anything with it -- write in it, scroll it,
select text, etc -- it is just dead for a few seconds which is a long time
compared with how long it used to take. Imagine switching to a different
window on your desktop and then having to wait say 3-4 seconds before you can
even make a selection..
